LankaPay Online Payment Platform (LPOPP)

Overview

Launched in 2017 under the direction of the Central Bank, LankaPay Online Payment Platform (LPOPP) facilitates online payments to organizations that are connected to LankaPay Online payment Platform (LPOPP) by transferring money directly from their current or savings account to the respective organizations’ account.

Facilitated via LankaPay Common Electronic Fund Transfer Switch (CEFTS), these payments will be credited on a real-time on 24 X 7 x 365 basis. LPOPP system provides its participants with the required payment confirmation details on a real-time basis while the relevant reports and other information are provided agreed upon mutually for reconciliation purposes.

The first institution went live with LPOPP was Sri Lanka Customs, followed by Board of Investments, Sri Lanka Port Authority and Inland Revenue Department. With LPOPP, customers can now make payments to Sri Lanka Customs Online conveniently and securely at a flat transactional fee of Rs. 50/- for Internet Banking payment and Rs. 100 for Over-the-Counter payment, irrespective of the value of the transaction.

LankaPay is now in discussion to implement this system at several other similar institutions which will no doubt provide an efficient service to the public.

SL Customs

Sri Lanka Customs was the first institution to join LPOPP in 2017. Prior to launching this revolutionary platform, only the importers/exporters who maintained their bank accounts at the two state banks, Bank of Ceylon and Peoples Bank, were able to make direct Customs payments online. Other importers/exporters who maintained their accounts at other banks had to go through a tedious process of having to obtain a pay order at a cost of Rs. 250/- from their bank, take it physically to a branch of the two state banks and get another pay order from the State Bank with Sri Lanka Customs as the beneficiary. In the new initiative, importers/exporters receive a cost benefit as their bank would only charge a nominal fee of Rs. 50/- to make the Customs payments, irrespective of the value of the transaction. This is the fee currently levied by any bank to make a real-time fund transfer to another bank based on a directive issued by the Central Bank to cap the maximum customer fee to the above amount. The new system would totally eliminate the previous inefficient payment process that resulted in unnecessary delays and impacted the businesses of the importers/exporters.

In order to address a long-felt need of the importers/exporters, Sri Lanka Customs embarked on an ambitious project with the approval of the monetary board and support of the Central Bank who is the authority in approving and regulating any payment system in Sri Lanka. With this ground breaking initiative by the Sri Lanka Customs, the importers/exporters who maintain their bank accounts at any bank can now make Customs payments via their banks’ online banking facility.

This initiative was taken as a result of Sri Lanka Customs requesting the support of the Central Bank to facilitate the importers/exporters to make online Customs payments on a real-time basis from any bank in the country. Subsequently, based on a directive from the Central Bank and with the approval of the monetary board, LankaPay (Pvt) Ltd. implemented LankaPay Online Payment Platform (LPOPP). This online payment platform will facilitate online Customs payments from all commercial banks. LPOPP has been designed to communicate with SL Custom’s ASYCUDA system on one side while the same Payment Platform will also be the front end for the participating Banks of LankaPay’s Common Electronic Fund Transfer Switch (CEFTS) to liaise with SL Customs.

The customers can now directly connect to their respective bank via any channel connected to CEFTS (Internet, Mobile, ATM or Over the Counter) to make the required payment to Customs. Further, these payments will be credited on a real-time and 24 X 7 basis using CEFTS to the designated SL Custom’s bank accounts at Bank of Ceylon or Peoples Bank. LankaPay system provides SL Customs with the required payment confirmation details on a real-time basis while the relevant reports and other information to be provided had also been agreed upon mutually for reconciliation purposes. The settlement of the payment between the two state banks and other commercial banks would be via Central banks Real Time Gross Settlement System (RTGS) and will be under the direct regulation and supervision of the Central Bank. LankaPay payment systems are Payment Card Industry – Data Security Standard (PCI-DSS) Version 3.2 and ISO 27001:2013 certified to ensure the highest level of security compliance. These standards are internationally recognized and widely accepted set of policies and procedures intended to ensure the security of payment transactions. The initial system went live with the participation of Bank of Ceylon, Sampath bank and Commercial Bank while the seven other banks who have already been certified with the new system would also go live shortly.

Board of Investment of Sri Lanka was the second institution to join LPOPP in 2020. This integration aims to provide greater convenience to investors and all stakeholders in making payments to BOI.

Sri Lanka Port Authority(SLPA)

In a ground breaking initiative, Sri Lanka Port Authority recently joined LankaPay Online Payment Platform (LPOPP) in 2020 enabling entry fees and vessel payments to be made online via LankaPay Online Payment Platform, conveniently and securely. Accordingly, both retail and corporate customers of the member banks can now simply log into their internet banking portal and make their entry payments and vessel payments to Sri Lanka Port Authority.

LankaPay launched LankaPay Online Payment Platform in 2017 under the direction of the Central Bank, with the objective of digitally empowering the government agencies by enabling large value transactions to be accepted via digital means. LPOPP enable customers to make payments to the government agencies who have joined the LPOPP network to make payments by simply transferring money from their current or savings account to the respective government agency’s account. Facilitated via LankaPay Common Electronic Fund Transfer Switch (CEFTS), these payments will be credited real-time 24 X 7 x 365. LPOPP system provides its participants with the required payment confirmation details on a real-time basis while the relevant reports and other information are provided agreed upon mutually for reconciliation purposes.

Sri Lanka Port Authority is the second institution to go live with LPOPP. Due to the new automated payment system, customers can now make payments to Sri Lanka Port Authority at a flat transactional fee of Rs. 50/- for Internet Banking payment and Rs. 100 for Over-the-Counter payment, irrespective of the value of the transaction. Hence this will also be a cost effective option to make entry and vessel payments. Upto 1Bn worth of payments are convened via this platform

Inland Revenue Department(IRD)

Taking a giant leap towards digitalization whilst providing much convenience to the taxpayers, Inland Revenue Department recently joined LankaPay Online Payment Platform (LPOPP) in 2021. With this new initiative by the Department, all IRD tax payments including Corporate Income Tax, Individual Income Tax, Partnership Income Tax, Pay As You Earn (PAYE) Tax, Withholding Tax, Value Added Tax, VAT on Financial Services, Economic Service Charge and Nation Building Tax can now be paid online via internet or mobile banking facilities conveniently, securely and in real-time.

Due to the new automated payment system, taxpayers will no longer need to visit branches of Bank of Ceylon or People’s Bank to deposit cheques drawn in favour of the Commissioner General of Inland Revenue, for tax payments. Instead, by simply logging in to their own bank’s Internet or mobile banking facility, customers can now make their tax payments at a nominal and fixed transactional fee irrespective of the value of the tax payment. The system supports tax payments up to Rs. 10 billion in value to be made online via a single transaction, instantaneously. Hence, this would be a much convenient, cost-effective and efficient option for taxpayers.
